INVITATION FOR EXPRESSIONS OF INTEREST (EOI)
EXPRESSION OF INTEREST FOR THE FINANCING, DEVELOPMENT AND OPERATION OF SOS CHILDREN’S VILLAGES LAND PARCELS IN LUSAKA, KITWE, LIVINGSTONE AND CHIPATA
1.0 Background
SOS Children’s Villages Zambia is a child focused organization and an affiliate of the SOS Children Villages International. It is non-governmental, non-political, non-denominational, and non-racial. Its overall mission is to build families for children in need, help them shape their own futures and share in the development of their communities.
SOS Children’s Villages in Zambia, was registered as a Trust in 1996. The organization commenced its child programmes in 1999 with its first village opened in Lusaka. Other SOS Children’s villages in Zambia has four locations (regional offices) located at Chipata, Livingstone, Lusaka and Kitwe.
As part of its programme change initiative, SOS child-care support is increasingly
being delivered right in communities and families into which children are re-integrated and expected to grow and thrive.
2.0 The Opportunity
SOS Children’s Villages Zambia owns strategically located land parcels in Kitwe, Chipata, Livingstone, and Lusaka. The organisation is seeking to unlock the full potential of these assets by inviting capable developers to develop the properties through mutually beneficial partnerships.

SOS Children’s Villages Zambia hereby invites Expressions of Interest (EOI) from qualified and experienced developers, investors, and development consortiums interested in partnering with the organisation to finance, develop, and operate commercially viable developments or undertakings on the selected land parcels in a sustainable manner, while contributing to the broader objectives of SOS CV.
Interested parties are invited to express their interest, including their preferred development approaches, proposed uses, and implementation concepts, and may express interest in one or multiple sites.
3.0 Purpose of this invitation:
The purpose of this invitation is to
- Invite prospective respondents to lodge an EOI
- Provide details and information concerning the project to prospective respondents; and
- Set out:
- The evaluation criteria for selecting the shortlisted respondents;
- The submission requirements for an EOI;
- The terms and conditions for the procurement process; and
- Outline the indicative timelines for the delivery of the project.
Following receipt of EOIs from respondents, SOS CV may select a number of shortlisted potential land developers to proceed to the Request for Proposal (RFP) phase.
4.0 Procurement Model
The delivery of the initiative shall be undertaken in accordance with a Design-Finance-Build-Operate (DFBOT) procurement model, which is considered optimal for balancing project cost control and risk management with the achievement of the project objectives, and is therefore identified as the most effective approach for maximising value for money.
5.0 Development Structure
The Project is intended to be implemented under a long-term concession or lease arrangement.
The detailed commercial terms will be developed during the RFP stage but are expected to include, among others:
- concession period;
- lease arrangements;
- ownership of land and improvements;
- revenue sharing or rental mechanisms;
- responsibilities for operation and maintenance;
- handback requirements at expiry of the concession.
Respondents are encouraged to indicate their preferred commercial structure and provide justification for their proposed approach.
6.0 Scope of Expression
Interested developers are invited to submit Expressions of Interest that may include, but are not limited to:
- Proposed type of development;
- Development concept and approach for the selected site(s);
- Indication of preferred development structure or implementation model;
- Development timeline and general execution approach;
- Experience in similar development projects;
- Any other relevant considerations or proposals the developer wishes to present.
- Developers are encouraged to clearly state their preferences, assumptions, and development vision for the land parcels.

7.0 Scope of the Project

Finance

The Developer shall directly finance, or procure adequate project financing for, the design, construction, completion, and commissioning of the entire Project under the DFBOT model. In addition, the Developer shall be responsible for the payment of all professional fees due to SOS's appointed Consultants.

Design

The Developer shall be responsible for the ongoing design development of the Project in accordance with the Design Development Plan set out in the Project Agreement, ensuring that the design is progressively developed, coordinated, and delivered to support the successful implementation of the Project.

|
Facilities Management Services / Operate
|
The Developer shall be responsible for the operation and maintenance of the completed Project, including the provision of facilities management services throughout the concession period in accordance with the standards and performance requirements set out in the Project Agreement
|
|
Commercial Opportunities
|
The Developer may identify and propose complementary commercial opportunities that support and enhance the operation of the SOS Children's Villages, provided that such opportunities are consistent with the Project Objectives, are compatible with the social mission of SOS Children's Villages.

|
Transfer of the project
|
The Developer shall hand over the Project to SOS Children’s Villages upon expiry of the lease or concession period, as set out in the Concession Agreement, unless otherwise mutually agreed in writing by the Parties regarding the future operation or transfer of the Project

8.0 Developments Not Acceptable in Association with SOS
No business, commercial activity, tenant, sponsor, or partner operating in alcohol, tobacco, non-medical cannabis, gambling, weapons and armaments, adult entertainment, exploitative labour practices, child labour, or other activities contrary to children's rights and wellbeing shall be permitted to operate from, promote within, or be formally associated with SOS CV programme locations.
Developers may submit Expressions of Interest for one, several, or all of the available sites.
SOS CV welcomes innovative proposals including:
- Phased developments;
- Mixed-use developments;
- Joint ventures;
- Integrated developments that maximise long-term value while remaining consistent with the objectives of SOS Children's Villages.
9.0 Eligibility
Interested parties should demonstrate:
- Proven experience in real estate development or related sectors;
- Track record of delivering similar developments, where applicable;
- Ability to operate within the regulatory framework of Zambia.
Both individual developers and consortiums are eligible to apply.
10.0 Costs of Submission
All costs incurred in preparing and submitting Expressions of Interest shall be borne entirely by the applicants. SOS Children’s Villages Zambia shall not be liable for any costs associated with this process.
11.0 Submission Requirements
Interested developers should submit an Expression of Interest comprising:
- Company profile.
- Relevant project experience.
- Preliminary development concept(s).
- Preferred commercial structure.
- Proposed development programme.
- Intended land use(s).
- Implementation approach and indicative timeline.
- Team structure.
- Any additional supporting information.
12.0 Evaluation Approach
Submissions will be reviewed based on:
- Demonstrated development experience and capacity;
- Quality and clarity of proposed development concepts;
- Understanding of the opportunity and site potential;
- Innovation and feasibility of proposed ideas;
- Alignment with the strategic intent of SOS CV land utilisation.
13.0 Confidentiality
All information submitted shall be treated as confidential and used solely for the purpose of evaluating Expressions of Interest.
14.0 Disclaimer
SOS Children’s Villages reserves the right to accept or reject any submission without obligation to provide reasons. Submission of an Expression of Interest does not constitute any form of contractual commitment.
15.0 Clarifications
Any requests for clarification shall be submitted via email Procurement.NO@sos-zambia.org no later than 14/08/2026.
Responses to clarification requests may be shared with all prospective respondents were considered appropriate.
Prospective bidders are also encouraged to register their interest as soon as possible using the email provided above. This is to ensure that they are in receipt of responses to any clarifications that may be raised during the solicitation stage.
16. Site Visit
Interested Firms/Individuals or their assignees are encouraged to conduct site visits to the locations covered under this Invitation for Expression of Interest (IEOI).
Site visits shall be arranged by prior appointment with SOS Children's Villages Zambia through the Procurement Office. Requests for site visits should be submitted via email to Procurement.NO@sos-zambia.org no later than 07/08/2026 and the days designated for site visits are Mondays and Wednesdays.
Any costs associated with the site visit shall be borne solely by the bidder.
Failure to undertake a site visit shall not relieve the successful bidder of any obligations under the resulting contract. By submitting a proposal, bidders shall be deemed to have satisfied themselves as to all conditions affecting the execution of the assignment.
14.0 Submission Details
All Expressions of Interest should be submitted electronically to Procurement.NO@sos-zambia.org and clearly marked in the subject line as “Expression of Interest for the Financing, Development and Operation of SOS Children’s Villages Zambia Land Parcels in Lusaka, Kitwe, Livingstone and Chipata."
14.1 Submission
Expressions of Interest must be submitted no later than: 21/08/2026 at 17:00hrs.
Late submissions will not be considered.
